Details of schemes TPR engaged with before formal valuation

FOI reference - FOI 2018-03-16(b)
Date - 16/03/2018

Request

Under the Freedom of Information Act, and in reference to page 20 of the Pensions Authority corporate plan, I would like to know the number of:

  • schemes The Pensions Regulator proactively engaged with ahead of formal valuation
  • direct benefit enforcement cases

In both cases please provide the data for the past five years, broken down by year, with the 31 December 2017 as an end date. If this is not possible, please provide the data for the end date 30 September 2017. If this is not possible, please provide the data for the end date 30 June 2017. If this is not possible, please provide the data for the end date 31 March 2017. If you cannot provide data for each of the last five years, then please give data for each of the last three years. If that is not possible, then please give data for the most recent two years.

Response

Where you have referred to ‘The Pensions Authority corporate plan’, as you linked this wording to The Pensions Regulator’s (TPR) corporate plan 2017-2020 I have understood this to be the document you are referring to.

Turning to your first question, we record the number of schemes that TPR has proactively engaged with ahead of formal valuation by tranche (from September of one year to September of the next year based on the effective date of the scheme’s valuation). We do not record this information by calendar year.

The figures below reflect the number of cases and not the number of schemes TPR has proactively engaged with ahead of formal valuation by tranche. Some cases have more than one scheme (where they are linked).

Tranche Number Total number of case in tranche
T8 (September 2012 - 2013) 29
T9 (September 2013 - 2014) 21
T10 (September 2014 - 2015) 19
T11 (September 2015 - 2016) 13
T12 (September 2016 - 2017) 28
Total 110

Moving on to your second question, I have interpreted your request for details of ‘direct benefit enforcement cases’ to mean defined benefit (DB) enforcement cases. We have also interpreted your question to only relate to outcomes linked to our published DB enforcement key performance indicator (KPI) which can be found on page 20 of our corporate plan (KPI 2.4). You should be aware that we achieve a wide range of outcomes through our work with DB pension schemes, only some of which involve the formal use of powers and even fewer of which are the ones we are tracking through our published KPI.

We are only able to provide the number for outcomes in relation to this KPI for the current year (2017/18), as we did not record this information for previous years.

For this year we have had 13 outcomes in relation to the DB enforcement KPI so far.
